The seaport within a corridor: a real productivity asset

As part of a working meeting on strategic plans for port logistics, I had the opportunity to present the interest of the French port passage to Marie-Christine LOMBARD, President of the Management Board of Geodis. During my demonstration on the attractiveness of HAROPA – Port of Le Havre, I noticed its pronounced interest in our indicators for measuring the performance of the passage of goods.

“Ah, but it interests me, because for us, the port is a real black box! »

And yet… since 2014 HAROPA has been producing indicators, step by step, of all the milestones and all the statuses of each container from the ship's Seen at Dock to its actual exit from the handling terminals or even to the destination warehouse if necessary , all along the Seine corridor, including the filing of the manifest, the customs OK, etc., the identification of the carrier, in road or barge or rail mode.

This capacity to produce performance indicators for the passage of goods is the result of work initiated by the Port of Le Havre in 2011 which mobilized the entire port area: transport agents, handlers, logisticians, shippers, SOGET, the CUSTOMS. Yes, we had the collective ambition to speed up the transit time of the port passage in Le Havre. HAROPA – Port du Havre is a fast, well-paced, fluid container port. Another extraordinary performance from HAROPA – Port of Le Havre: it is the only port in the Northern Range, with Rotterdam, to be able to receive the “giants of the seas” at full load, today of more than 23,000 TEU (Equivalent Twenty Feet)! Combined with the phenomenon of concentration of shipping alliances, the gigantism of ships produces increasingly important stopovers: there is an increasing number of containers to process and evacuate in record time in a limited space. More than 8,000 trucks, in addition to barges and trains, circulate daily through the Port of Le Havre. We must anticipate, collaborate, with very well-oiled processes to maintain fluidity within such an organization.

The unloading, processing, storage and evacuation of containers in record time is truly a specialty of the professionals working at the port of Le Havre. And we collectively provide proof of this through the annual publication of indicators since 2014. New, since this year 2019 we have produced them in dynamic mode on the SOGET portal Our indicators are extracted from S)ONE, the PCS (Port Community System) of SOGET . The information is reliable, secure and indisputable. Each operator adds their data in real time and accesses the information they need and are authorized to do. We thus obtain the AVERAGE port performance on all the desired indicators.

The opening of S)ONE to shippers allows them to access their own KPIs door to door.

The state services, DGDDI (CUSTOMS) and DGAL (AGRICULTURE), contributed to complete this production by providing their specific performance indicators with, for example, the average customs clearance time and the acceptance rates of the original goods. animal and plant.

But this year we are going even further; So that HAROPA – Port du Havre becomes an integral part of the discourse promoting maritime professionals, actors of the Supply Chain, we propose to OFFER personalized performance indicators for each S)One subscribing company (non-public information only known and visible by the maid) . An actor – such as a shipping company, a transport agent, etc. – can thus access its own indicators on the container flows for which it has commercial management. It can compare itself to the public port average and rely on it with its customers or even analyze or correct its business process if it does less well than the port average...

Add to this that we have a large logistics engineering school in Le Havre: ISEL. It is an opportunity and an exceptional asset for HAROPA to be able to benefit from the expertise of this school in flow modeling and to make this Supply Chain optimization capacity available free of charge to our customers.

By combining maritime performance, the performance of the passage of goods, the performance of management of dematerialized information flows in a secure cyber environment, we obtain an extremely solid port link in the logistics chain.

This is how, within the framework of our GIS TRAFIS – 1st public private research laboratory dedicated to Intelligent Trade Facilitation – bringing together CUSTOMS, SOGET, ISEL and HAROPA – we are working on the European “living lab” labeling of HAROPA – Port from Le Havre. This will create the ideal environment for the reception, testing and real experimentation of the innovations of our customers and partners.

The report “For a more competitive supply chain serving businesses and sustainable development” by Eric HEMAR and Patrick DAHER is motivating. He encourages us to continue our approach to measuring logistics performance and production KPIs. The indicators are the very basis of the World Bank's assessment and its Doing Business ranking.
